Didn't seem that way to me. It sounded like it was a medical issue relating directly to one of the 4 band members. (Unlikely Maynard because they don't seem to be close and that wouldn't have slowed the writing process). Danny had his bike crash but that wasn't it. CBA to speculate, but it did sound like it affected them quite significantly. This list doesnt really take into the fact that when composed, songs like D/R/T were actually only 1 song. (ie. lost keys/rosetta stoned, parabol/a, etc...)
So on average their albums have about 9 REAL songs...
Danny has already mentioned a 23 minute piece that they are working on. This will likely be broken up into at least 2 songs, potentially 3...leaving them with really only 6-7 songs left to compose for the album, plus all the filler stuff, but like i said im not counting that. And thats 6-7 individual songs, which in classic Tool fashion will be composed of 4 or so "larger" songs. The songs they create then break into 2 pieces, like Parabol/a and Wings series. My guess is the album will be set up something like this...
1. Heavy intro track (The Grudge, Vicarious, Stinkfist)
2. White Noise Filler track
3. Radio single song.
4. Part of a 2 piece song track
5. Second part of track 4
6. Segue filler track
7. Part 1 of 23 minute piece
8. Part 2 of 23 minute piece
9. Part 3 of 23 minute piece
10. Noise, or instrumental (Viginti Tres, Disgustipated, Faaip de Oiad)

However they approach the design I just hope the do so with a ton of drugs in their system. Because drugs also makes album design better.
