While not directly Tool related, here’s an interesting article regarding the legality of scalping in Australia, and what governments, Ebay and sporting bodies are (and aren’t) doing to combat it.
Personally I think the easiest answer is to limit the amount of ticket sales. Nothing will ever stop people reselling tickets for a profit, but if you limit the amount people can obtain, then you can at least give more people tha chance to get them at face value in the first place.
I guess one problem with trying to more closely monitor ticket sales is that ticket prices will rise. Whether justified or not, ticket companies will probably feel the need to increase the price to cover the costs of any protection they would need to put in place.
