They are offering money back to unhappy players. On a dutch forum the few ones who started speak of rather glichty uncomplete game. (Uncomplete in terms of : empty world).

My first impressions are generally positive. Playing on PC and it's a little glitchy, but not in a game breaking way (yet).
Not sure why so many people are in a rush to get a refund, but I guess if you're Australian then you're legally entitled to such a thing. I think the makes of an excellent game are there though, so worth waiting it out.
The world doesn't seem empty to me, at least not more so than other open world games. It doesn't really feel densely populated, though occasionally it gives the illusion that there's more going on.
I should add I haven't paid a great deal of attention to pre-release videos, so have little in the way of preconceptions or hype (aside from just being keen for a Deus Ex like game).

Anyone going to give their two cents about Cyperpunk? Not to fussed about the issues over the super high end quality of it. Happy to just play it on the PS4 on a normal TV.

I've spent about a week with it now. On PC there's bugs, but no show stoppers I've come across - more just odd graphic and physics glitches.
As far as the game goes, it's a cool story, and an interesting world, even though many of the open world aspects come across as a bit last gen. Map seems adequately large and there's plenty to do & see.
Combat and missions are fun enough, though I don't like how much NPCs are just bullet sponges - shouldn't have to unload 3 clips into someone to kill them. Apparently this gets better later in the game though as you spec up your character. I get that this is a really an RPG based game, so ultimately a numbers one, but I wish combat gave you better feedback than just floating numbers. I really like the braindance detective type parts. I've been running with hacker build on my character, and that's been fun so far.
It's a solid 8/10 game, perhaps with a bit of post-release love from the developer could become a 9. It's probably given a little too much criticism and scorn from those on systems where it is much buggier than PC. I feel for them - it doesn't mean it's an awful game though.

My favourite games of 2020:
Hades - great game, a roguelite kinda in the vein of Binding of Isaac. Addictive as crack
Cyberpunk 2077 - despite the bugs, I still had a really good time with this one
Assassins Creed: Valhalla - I really disliked the first couple of hours of this game, and I was about ready to throw it in the "been there, done that" heap. There's still a certain element of that (it's not a heap different from Odyssey) but there's something about it keeping me playing
Monster Train - a deck building game not dissimmilar (but not better than) Slay The Spire
Snowrunner - driving around getting bogged in snow and mud doesn't sound fun, but it is strangely compelling
Hardspace: Shipbreaker - a game in which you disassemble space ships in zero G.
Intergalactic FIshing - no idea why this is so addictive, but it is. Fishing in an unlimited number of space lakes is kinda cool
No Mans Sky - the updates for this great game keep coming, and I keep playing

Hardspace is an excellent game, and still in early access - very different vibe to Subnautica though (which I think is one of the best games in the last 5 years)
