Blair is in charge of selling those. You have to meet up with him at Mandalay Bay at a specific "Texas Tea" slot machine on the 2nd Tuesday of the month, but only in months where that Tuesday is not the 7th.
If you tell him "beware of spiders" he will either hand you a slip of paper or run away (if he's on a roll with "Texas Tea" he might forget that's the passcode and think you are warning him). Speaking that phrase to him outside of this context will almost certainly elicit a telling "are you nuts?" look from him. Also, don't ask about any Tool stuff or (worse) Magick, or you will never get to the point.
The slip of paper will have a very specific drink order on it, which is to be taken to the 2nd closest bar in the casino. The closest one has "that guy with the ponytail" tending bar most of the time, and he "just doesn't like that guy", so Blair usually avoids that bar.
15-20 minutes later, when you return to him with the drink order (it's a bit of a walk) he will then taste it at some point between rounds of "Texas Tea". Don't distract him from the game, because that could negate the entire deal. Just remember that logic doesn't always apply.
If everything is going well he will then decide the price. It's both seasonal and subject to his discretion, with one of the factors being the percieved quality of the drink order, which may not be just his drink, but also the drink(s) that is (are) for whomever might be with him. If it's Aloke, Rich, and Ben you should just leave (politely), as Blair will never get around to the next part.
Once a price has been declared and accepted, Blair will generate a code on his phone (unless "that goddam thing" is being unruly) to be redeemed on a 3rd party website. The special pass will then be mailed out (no P.O. boxes), hopefully in time for the selected show.
Note: a valid regular floor ticket is required in addition to the special pass.
If, for some reason, security at the FOH position doesn't recognize the special pass there will be no refunds. The local promotor often doesn't get the details, so don't blame Blair. It's usually overlooked during the advance process. There are priorities, after all.
There is a potential route to reschedule, but it's just not worth it.

I was really looking forward to the vip tickets for meet and greet. All I wanted was a quick hello and handshake. The whole “group photo is subject to change” is lame.

Now my temptation has died down. Are the VIP the only thing available tomorrow? No regular floor seats?

VIP is great for sure. The main gripe is that for most of these shows you'll be able to get VIP without forking out $50 for TA first.

Also that there aren't regular ticket pre-sales.
